Change orders occurred can give a result directly or indirectly. Result or consequence that may occur will affect projects that can eventually have an impact on the cost of the project, the time of completion of the project, as well as quality will result to be achieved. The unplanned changes in construction project may cause additional work beyond the expected, so it will have an impact on the additional costs and time. This research method using decision tree to present results of classification, probability and impact on project performance could be presented with more accurate. The results show the changes that occur on a construction project that is in Surabaya was obtained that design changes is the factor that most frequently occur and have the value of the probability of 39.6% and the budget owner limited registration 38.7%.
